Previous issues: dockerized tests #1227, fix remaining tests under Docker for 4.0-beta #1257.

These are some non-critical things that we should resolve after beta / for 4.0 final:

• Re-enable and update ActivationDeactivationTest and ThemeCustomizerTest after the previous point.
• Sometimes, the tests start before the database is ready. There needs to be some waiting.
• The whole suit fails when run together (test classes pass when run separately).
• Tests against Pedestal site?
• Some end2end tests with Selenium workers fail This will wait for WP-CLI / Selenium worker switching – revised approach WP-CLI / Selenium worker switching – revised approach #1258
