Based off of #14617 except without the zero-config auto-detection

Implements the logic to actually run multiple builds when experimentalServices is configured in vercel.json and the framework preset is set to "services"

# Releases
## vercel@50.8.0

### Minor Changes

- Updated `vercel alias` command to use the promote flow when aliasing
to a production alias. When the target alias matches one of the
project's configured production domains, the command now calls the
promote API instead of directly assigning the alias, ensuring proper
production deployment handling.

### Patch Changes

- [experimental] Adds support for building multiple services when
framework mode is set to "services"
([#14739](#14739))

- Updated dependencies \[]:
