Introduce contract cmd

Introduces a new cmd to the CLI for getting all contract commitment data across periods.

This is an extension of a new endpoint that just recently GAed: api.vercel.com/v1/billing/contract-commitments. See the docs here: https://docs.vercel.com/docs/rest-api/reference/endpoints/billing/list-focus-contract-commitments
