When ignoring the INP rules in the tests directory and writing to pyproject.toml, no message is generated using tick_print. I suspect this message is just missing.

To avoid this in the future I think we could create a higher-level testing functionality which asserts that for all tests, any changes to a file (as detected via the file managers) would require a tick in the output. There might be some edge cases but intuitively I think that's a correct thing to expect in all cases.
