Should also have removed the Antarctica/South_Pole alias from Auckland, not doing that caused huge problems in ICU integration (can't have one legacy ID map to 2 different 5-letter short IDs). I will make a separate PR to fix that. I will also file a ticket for a unit test to check for this sort of thing.

ICU-23096 Update ICU to TZDB 2025b. Android does not have unicode-org/cldr#4535 checked in, so timezoneTypes.txt differs from the upstream. cldr-to-icu updates locale fallback files, but they were not picked up.
