PR Checklist

Overview

This PR adds feature parity to prefer-promise-reject-errors by supporting allow with the shared TypeOrValueSpecifier format, so it can be configured consistently with only-throw-error.
It updates the rule option type, schema, and rejection checks, and adds matching tests, docs, and snapshot updates for file, lib, package, and string specifiers.

[Non-Actionable] I wonder if, long-term, we should deprecate these two existing options and have folks just use allow... 🤔
