Bug Report

What version of TiKV are you using?

v8.5.1

Steps to reproduce

create new instance

after restart

What did you expect?

v8.5.1, by default, enables Titan when deploying a new cluster, but after restarting the tikv instance, it shows that Titan is disabled

What did happened?

after restarting the tikv instance, it should be still enabled.
