HTTP 503 with Authentication required on https://registry-1.docker.io/v2/thecodingmachine/php/manifests/7.4-v4-cli

Context

The CI of Psalm is failing, for example https://app.circleci.com/pipelines/github/vimeo/psalm/7582/workflows/13f136df-5c78-4354-8c52-76c322a8c9d5/jobs/29604
It may be completely unrelated to this project but I have very little knowledge of docker
