This issue is only concerned with the spec/implementation of FinalizeBlock.

Problem definition

Generate protobufs with the latest ABCI++ spec of FinalizeBlock in the spec repo (its v0.36 branch).

Once the protobufs are synchronized, we need to adapt the code in the consensus logic.

This issue (task) assumes that Commit is still outside FinalizeBlock (so FinalizeBlock does not include Commit logic), see #7659
