PSyclone release 2.3.0 #1728

@TeranIvy

Description

@TeranIvy

The support for mixed precision in LFRic is on PSyclone master and the Met Office will need a new release of PSyclone to access it before the end of June 2022 to meet the related ExCALIBUR deliverable. That means PSyclone would need to be released by mid June at the latest.

The only outstanding requirement in LFRic was the support for GH_WRITE access (PR #1608) for fields on continuous function spaces and that is now merged.

The associated fparser release issue is stfc/fparser#343.

@rupertford, @arporter, @sergisiso and @hiker, can you think of something else?

Update: We need the PR #1740 on master before releasing PSyclone 2.3.0. Also, LFRic still needs some operator infrastructure moved. I will be back from leave on 22 June so we can continue then. LFRicians are fine with the delay.
