This commit updates our CSP nonce support logic to allow implementers to leverage a meta tag in the DOM head for setting nonce values during the Stencil runtime rather than pulling the value off of the global window object

What is the current behavior?
With the initial implementation, the fallback mechanism for setting nonce values on elements during runtime relied on pulling the nonce off of the global

Now, implementers will be able to inject a
metatag in the DOM head which will contain the nonce value to be applied on each element generated by the Stencil runtime.Does this introduce a breaking change?
