Why I did it There is a regression on 2700 platform where the evidence points to the flex counter change. How I did it Back track the swss submodule head to exclude: [flex-counters] Delay flex counters stats init for faster boot time (sonic-net#1749) Verified that image build from this PR doesn't trigger the crash.
