- Why I did it
Current support for the 7060PX4-32 and 7060DX4 was broken.
With this change, ports are now linking fine.

Added a new HwSku for the 7060DX4-32
Fixed HwSkus for the 7060PX4-32
- How to verify it
Booting both platform with valid configuration shows all ports linking up.
- Which release branch to backport (provide reason below if selected)
Support for this product is desired on the 201911 branch.
