Implement support of BGP Monitors
- How I did it
Add changes into minigraph to extract BGP Monitors information. Add new templates for FRR. Added tests.

Build a new image, add information about BGP_Monitors to your minigraph (see changes in test minigraphs), and check generated FRR config
