Move reboot-cause files from /var/cache/ to /host in order for the files to persist across SONiC upgrades (i.e., so that upon upgrading SONiC, we can still access the previous reboot cause from within the old image.
Also log the previous reboot reason to syslog at boot.
DO NOT MERGE YET This PR will also require the sonic-utililies submodule be updated after the following PR merges: sonic-net/sonic-utilities#446.Sonic-utilities submodule updated in commit c55cbec. PR is ready for merge.
