Use the SFP utility to query status and change settings of SFP. Fix get_transceiver_change_event for xcvrd. In order to check if the SFP is present and the data is ready.

Use Object-Oriented Programming (OOP) to redesign fan-ctrl daemon. Modularity for easier troubleshooting, modification, and maintenance. It also makes the code portable.

- What I did Service timers may trigger service start in the middle of warm-reboot. Stopping them in advance prevents this issue. - How I did it Stopped all service timers that are part of sonic-delayed.target - How to verify it Run warm-reboot. Signed-off-by: Stepan Blyschak <stepanb@nvidia.com>
