SONiC 202511 should use FRR 10.4.1 Release.

Why I did it
We have a request to add these desired configurations, subports and media_settings.

How I did it
Added new hwsku folders for the new hwskus.
Added subport values for a previous hwsku's port_config.ini.
Added missing tuning values for previous hwskus.
How to verify it
Boot the switch using the hwskus. I also checked output of sonic-cfggen -k
