Why I did it
To add logic for ungraceful LC reboot scenario so that front panel ports are timely brought down
Also, several minor Nokia specific changes were incorporated that have been fully tested

Update Nokia PMON submodule
How to verify it
These changes have been fully tested in Nokia lab by testing ungraceful LC reboot case, running nokia_cmd, running hw-management-generate-dump cmd (only invoked manually by operator when field system diagnostics are required), and also testing dynamic SFM insertion/removal case
