Cisco-8800 Chassis Release

* Fixed missing fantray issue (MIGSMSFT-1277).
* Check and fix rconsole sessions getting stuck due to pending
interrupts (MIGSMSFT-1156).
* Added media_settings for 88-LC-36FH Linecard for GCU (MIGSMSFT-1279).
* Fixed psud crash (MIGSMSFT-1258).
