* chore(deps): update uv lockfiles for flask 3.1.3 and werkzeug 3.1.6

Cherry-pick uv group updates from #13368 and regenerate
uv_path_dependency lockfile to resolve flask version conflict
between local_pkg/pyproject.toml (3.1.3) and uv.lock (3.0.3).
