TST Add TransformedTargetRegressor to test_meta_estimators_delegate_data_validation#20175

I added the documentation of n_features_in_ in the docstrings. I just noticed that the TransformedTargetRegressor is not tested by check_n_features_in_after_fitting due to the no_validation tag. Is this tag really necessary for this estimator ? |

I don't know. What fails if you remove this tag?
Still +1, with or without addressing this issue and the issue below.

If this is not covered by common tests, maybe we should add a dedicated test.

There are many untested estimators. I'd rather try to find a way to include more estimators in the common tests. We've already started to discuss that with @glemaitre.
Only a test that checks if a warning is raised when Thinking more about that tag for meta-estimators: If a meta-estimator delegates all input validation to the underlying estimator, should it have the no validation tag ? It's not a stateless estimator, input will be validated eventually. |

Working on #19333, for the compose module, I noticed that the TransformedTargetRegressor was not included in the
test_meta_estimators_delegate_data_validationtest. It already passes it.n_features_in_ is already in TransformedTargetRegressor and ColumnTransformer so the
composemodule can be removed from the list. Note that the ColumnTransformer is not tested anyway.
