This doesn't seem to remove anything from the Travis config. Should it?

I think we can remove it once we are sure that this works as expected and that all functionality is included (e.g. #16348) |

Uses azure pipelines for scipy-dev (instead of travisci)
This PR enables scipy-dev to run at 230am and also uses the
[scipy-dev]tag to run on PRs.CC @ogrisel
