Add hooks needed to republish to sbt and validate fixes#2

* Create an sbt build which mimics the Ivy build process * Publish the built ivy artifact under the org.scala-sbt.ivy org * Version with the current git-hash + version property to properly track mainline ivy * Missing a few properties files (the ivysettings*.xml copies) * sbt build does not run tests, use the ant build first for that. * publish to the same repo as sbt for now.
