Fixup bits to handle raw bits when enabling or disabling syntax flags. This means we don't end up accidentally trashing bits added in newer Onig versions.

Taking some of #161 and adds proper round-tripping of the underlying flags
bits. 🤞 this should address the issue raised in that PR.
