Update triagebot links. The triagebot documentation has moved as part of rust-lang/rust-forge#687. This updates the links to the new location.

Moved from a section on `platforms/zulip/triagebot.html` (now a redirect to `triagebot/index.html`) to a dedicated page, `triagebot/notifications.html`, in rust-lang/rust-forge#687.
