Unsized_local is incomplete, I would say that is stronger than internal.

Incomplete to me indicates that it will eventually transition to unstable and after that likely to stable, while internal to me indicates that it will never ever be stable. |

internal to me indicates that it is ready for internal use, which unsized locals are not.
Incomplete to means it is not ready for use (yet), which is definitely true for unsized locals.
