Is this in anticipation of a 0.79.1 release? Is so, can I ask when that might occur? (Please forgive me for not understanding |

No. The corresponding toolchain version of 0.79.0 is Rust 1.78. This is a beta 1.79.0 backport. See https://doc.crates.io/contrib/process/release.html#version-updates |
