i think this can be aligned with ros2/launch#782. Once we get ros2/launch#782 merged, we can use the almost same issue templates to anywhere in ros2 org.

The current plan is to go with org template ros2/.github#3, so i will go ahead to close this for now. if the repository specific templates are required, of course we can do that for each repository templete. |

Replace our current issue template with github forms as request by the issue #1572 and following the example of ros2/launch#782
