I assume this got in by accident, because LGPL and GPL are mentioned in the description, but as all code in this module has a BSD header, this makes it clearer.

Not sure if this has anything to do with the use of PyQt. Obviously our code's license is not GPL, but I'm not sure if this was put in so people noticed that PyQt is GPL? Also I'm not sure if PyQt being GPL means we can't use BSD for this project? It's further complicated by the fact the PyQt is currently optional (you can also use PySide which is LGPL), but it doesn't look like that option will persist through the Qt5 migration because PySide doesn't have a good Qt5 implementation yet.
