Per ros2/common_interfaces#267 geometry_msgs/msg/PoseStampedArray was migrated to nav_msgs/msg/Goals to be more semantically meaningful in https://github.com/ros2/common_interfaces/pull/269/files

We need to update Nav2 to use this new message definition
