This way things like np.float32 and np.int64 will be accepted as well.

No, but commonly all changes go into the latest branch first. And if they have been released and seem to have no regressions can be backported.

Also several of the other PRs which are only refactoring or cleaning up code will only go into Kinetic. Applying them to Indigo / Jade is not necessary.
