Refactors __reExport call construction in the scope-hoisting finalizer to avoid using clone_in by invoking finalized_expr_for_runtime_symbol("__reExport") at the call sites.

re_export_fn_reflocals in several branches and replaced them with directfinalized_expr_for_runtime_symbol("__reExport")calls. - Eliminated
clone_in(self.alloc)usage for__reExportexpression arguments in the external re-export generation paths.

… to avoid calling `clone_in` (rolldown#9501) Previously, calling `clone_in` was to avoid borrow check errors, but I found we can refactor to call `self.finalized_expr_for_runtime_symbol` at the use site to avoid this error without using `clone_in`. --------- Co-authored-by: Jerry Zhao <165626830+shulaoda@users.noreply.github.com>
