Non-rotating devices rotated by "rotate all" button in top of GUI. #1438

✍️ Description
When "rotate all devices" button is selected in the top bar of the GUI, devices that are not enabled to rotate in their properties are still rotated. For example, the Macbook Pro device is not touchscreen and is not rotatable by default, but is still rotated by the rotate all button. In addition, new custom devices without touch capable or mobile capable properties enabled still rotate.

🔬 Minimal Reproduction
- Select the device suite in the top bar of the GUI
- Select "Manage Suites" in the dropdown menu
- Ensure "Macbook Pro" is in the default suite

Click the X in the top right corner of the current page (Device Manager) to return to the main view

Verify Macbook Pro is in the suite
- Select "Rotate All" button in the top bar of the GUI
- Verify that the non-rotatable Macbook Pro device has rotated
