Currently the worst case scenario is 10s per connection. Since any lower default will be wrong for someone, let's just make the whole thing configurable in each plugin.

Updating to
v4.1.xwill require a separate PR because before4.2.0, there is just one federation plugin for both queue and exchange federation.
