Proposed Changes

Implement feature request RMQ-2359:

• Preserve order of configured resource server ids in the management ui
• Provide a mechanism to preselect the resource id in the management ui during service-provider initiated logons.

It is accompanied by a docs PR (rabbitmq/rabbitmq-website#2411) which is not finished yet. It has the first bullet-point but I am still working on the second one.

NOTE: There is a second PR following this one which adds additional selenium test coverage. #15101
