Summary: Having circulated the C++ API a bit, I found that it would make it easier for folks to access module parameters directly than through the `parameters()` map. So here I make all variables/submodules and also the configuration options for every module public. For RNNs, I also updated the names of parameters to match PyTorch, e.g. `hhw` -> `w_hh`.
