Continues to address #1080. Followup to #1588.

This PR allows the use of colons (i.e. slice(None)) in conjunction with advanced indexing, if the advanced indexing dimensions are all adjacent. For example:

@killeent @soumith do you think it would be worth it to also add support for AdvancedIndexSelect to autograd? This way we would have complete differentiation for indexing as well (for the moment index only supports up to 2 backwards).

I think it would only require adding a new python class, as the backward of index_select is index_add, and we already have AdvancedIndexAdd.

Syncing nvfuser devel branch to upstream master. https://github.com/csarofeen/pytorch/

Codegen changes include:

- codegen improvement:
i. improved view support on pointwise and transpose scheduler
ii. grouped grid welford added for better outer-norm grid persistence in normalization

- misc:
i. new composite ops added: variance_mean , arange,
ii. fixes misaligned address for transpose scheduler
iii. refactor on separation of compilation API from execution API to prepare us for async compilation
iv. double type support on expression evaluator
v. PYTORCH_NVFUSER_DUMP refactor to save PTX and CUBIN
