Cuda 12.1 nightly builds where deprecated. Hence no reason on keep testing cuda 12.1 in CI

Shouldn't we migrate existing 12.4 to 12.6 then?

There are a number of existing CUDA 12.4 that should either be cleaned up or updated to 12.6, for example:
