Reproducible by pinning to each of Sphinx 7.3.0 - 7.3.5 and There can be a different subset of directories missing each time. Also reproducible with the Sphinx 7.2.6 builds all each time. |

Sphinx 7.3.0-7.3.5 have just been released and for some reason a lot of PEPs are now 404, for example: https://peps.python.org/pep-0719/
