Replacing the Azure Pipelines builds with a nicer structure. This will need associated changes on the dev-azure side to make it work, but those can't reasonably happen until it's merged.
I've disabled the coverage and manylinux build for now, since there are issues with those that do not justify failing the CI build (though I added a workaround for the old version of zlib that's in the container I chose). Leaving the crumbs here in case someone wants to pick it up in the future.
