Fixes #13786

This PR makes --all-releases and --only-final behave identically to --only-binary and --no-binary:

  1. Requirements file options override CLI options
  2. Later flags override earlier ones in both contexts

While I think 1 feels backwards it is the existing behavior of --only-binary and --no-binary, which are the template for --all-releases and --only-final.

Tests demonstrate that both format control and release control now follow the same patterns for CLI/requirements file interaction, order preservation, and package-specific overrides.

We could remove allowing the new options from the requirements file, and then this fix will just restore the existing --pre behavior.

I agree that the logic in (1) seems backwards, but I think people will want the ability to specify these flags in requirement files, and consistency with the other flags is important. So I think we’ll probably have to include (1).

One other option is to do the bare minimum to fix --pre and defer (1) until someone asks for it. But I don’t think it’s worth the extra work to do that.

I agree, and for context looking at other options I don't think the CLI can ever override the requirements file, either the requirements file overrides the CLI or the options are merged.

Unless there are any objects I am going to merge this tonight (NYC evening time) and push out a 26.0.1 release after that.

Looks good. I wish that including options in requirements.txt was either banned or much more rigorously defined, but I'm in agreement that copying --(no/only)-binary behaviour is more important.

Namespace mounted servers, rename verbose tools, filter by version,

<code>ResourcesAsTools</code> and <code>PromptsAsTools</code> expose

Clients see the highest version by default but can request specific
