Summary

  • Prefix all version headings in CHANGES.md with "Version " (e.g., ## Version 26.3.1) so that MyST-Parser generates stable, meaningful anchor IDs (like #version-2631) instead of the current generic auto-incremented ones (#id1, #id2, etc.) that shift with every release
  • Update scripts/release.py to produce ## Version X.Y.Z headings when cutting new releases
  • Update scripts/check_version_in_basics_example.py and scripts/check_pre_commit_rev_in_example.py to strip the "Version " prefix when extracting version numbers from changelog headers

Closes #4344

Test plan

  • Verified all 68 version headings in CHANGES.md are correctly prefixed
  • Verified the ## Unreleased heading is left unchanged
  • Verified the release script correctly transforms ## Unreleased to ## Version X.Y.Z during release
  • Verified both check scripts correctly extract bare version numbers (e.g., 26.3.1) from the new heading format
  • Verified the release script's cleanup logic (comment removal, empty subheading removal) still works correctly with the new format

The changelog headings like `## 26.3.1` generate generic anchors
(`#id1`, `#id2`, etc.) in the ReadTheDocs documentation because
MyST-Parser/docutils cannot create proper slug-based anchors from
headings that start with a digit. These anchors shift with every
release, making it impossible to create permanent links to specific
changelog versions.

By prefixing headings with "Version " (e.g., `## Version 26.3.1`),
MyST-Parser generates stable anchors like `#version-2631` that remain
consistent regardless of future releases.

Changes:
- Update all version headings in CHANGES.md to use "Version X.Y.Z"
- Update release.py to produce "Version X.Y.Z" headings for new releases
- Update check scripts to strip the "Version " prefix when extracting
  version numbers from changelog headers
