What problem does this PR solve?

What is changed and how it works?

• The scan range defined to [start, end) , so modified some implements of sql builder
• Split scan tasks for table with int or binary primary key

For implement detail, the PR takes some considerations with:

• The region cannot grantee its start/end key is a legal format for table row: *: insufficient bytes decode value reported when adding index for some split common-handled tables.  #20727. So this PR does some works to parse a legal value of the region edges.
• When a int handle is unsigned, and if a range is across negative and positive values, we should split this range to two ranges.
