FYI, these changes have also been made in the copy of bf-pktpy that I added to the ptf repository here: p4lang/ptf#221

This PR is the last prerequisite to being able to merge another PR that (nearly) gets rid of Scapy in p4c tests. (p4lang/p4c#5145)
