[omicron#9933](oxidecomputer/omicron#9933) introduced the need for the git repo data to be available in the local filesystem to resolve OpenAPI spec files git stubs.

As of oxidecomputer/omicron#9933, resolving an API schema now requires checking if it's a git stub and following that to the appropriate commit if so.
