  1. Don't use ProcessingCapacity as a multiplier for CPU usage

    The OperatingSystemMXBean attribute ProcessCpuTime takes on
    values from 0 to ProcessingCapacity; CPU usage values should
    not be multiplied by ProcessingCapacity.
