The general comment. I just look inside specification of new loop operation specs and I have a persistent feeling that this is just a Copy paste from ONNX. Together with that it can be done with extending TI port map rules with one additional attributes:

<input external_port_id="0" purpose="trip_count"/>
<input external_port_id="1" purpose="execute_first_iteration"/>
<input internal_layer_id="0" purpose="current_iteration"/>
<output internal_layer_id="10" purpose="termination_condition"/>

Existence of any of this purpose tag is optional. It keep TI is still valid. This change keep TI compatible with previous spec.
From my point of view it's enough.

One more question about behavior with Termination condition input filled with false.
What are shapes of Loop output ports which was not executed at all?
Is it empty shape like for scalar? Or just regular shapes but filled by zero?
In case of existent scan output port will it contains a "0" in concatenated dimension?

Looks reasonable.
The number of iteration will be determined as current_iteration < min(number of slices, trip_count) && condition
For ngraph implementation, we can add optional attribute (map or like that "condition" : input_idx, "trip_count" : input_idx) in the constructor of TI.
