This PR introduces the FastCV static library for Android, replacing the previously used shared library. For Linux, the static library was added earlier. Additionally, a new API, fcvSVDf32_v2, has been added to support full-sized orthogonal matrices in both Android and Linux static libraries. This PR also includes fixes for the Cluster Euclidean algorithm and the Box Filter on both platforms.
