• Ports the features added in the following PRs to the CUDA backend:
  Added TF nearest neighbour resize behaviour alignment #19071
  Added TF resize_bilinear behaviour alignment #18996
• adds opencv_linear support from Add CP-VTON sample #16472
• Resolves Bilinear upsampling layer shift #18721 for CUDA backend.

The resize layer of the CUDA backend now supports everything that OCV CPU backend supports.
