This pullrequest improves grammar, capitalization, and punctuation in the python imgproc tutorials.
Note: I capitalized "Gaussian" in multiple instances because this term refers to a person's name. I am open to reversing this, however. Here is a discussion about a similar issue: https://english.stackexchange.com/questions/4481/should-the-word-boolean-be-capitalized
